CITY OF LOS SANTOS
ADMINISTRATIVE CODE

DIVISION 1
GENERAL PROVISIONS

ARTICLE 1
ESTABLISHMENT OF THE CODE
  • Sec. 1.1. Short Title.
This Code, which consists of administrative and procedural ordinances of the City, shall be known as the "Los Santos Administrative Code" and abbreviated as "LSAC." It shall be sufficient to designate any ordinance adding to or amending said Code as an addition or amendment to or repeal of a section of the Los Santos Administrative Code.
  • Sec. 1.2. Interpretation of Section Number.
Reading from left to right, all digits to the left of the first decimal point shall designate the Divisions of this Code. All numbers to the right of the first decimal point and to the left of the second decimal point shall designate the section numbers within each division.

ARTICLE 2
GENERAL PROVISIONS
  • Sec. 1.5. City Boundary Congruent with County Boundary.
The City boundary shall be congruent with the boundary of the County of Los Santos. The County, as established by the Constitution of San Andreas, shall retain some functions of government; all other responsibilities will be that of the City of Los Santos.
  • Sec. 1.6. Corporate Seal of City.
That the seal to be hereafter used and known as the corporate seal of the City of Los Santos shall consist of an impression from a circular die having countersunk thereon the following device: In the center thereof a quartered shield bearing on its upper left-hand quarter a beaver and two crossed hammers; on its upper right-hand quarter the stars and stripes arranged with one five-cornered star; on its lower right-hand quarter an ape; on its lower left-hand quarter an owl standing on a tree branch and holding in its beak a mouse; above the shield a Greek symbol flanked on either side by an olive, an orange, and a grape; on its sides a branch of roses. The die shall also provide for said seal to have around its outer rim enclosed within a beaded border the words "City of Los Santos, Founded 1781."

That the color and design of the aforesaid impression shall conform to the color and design of the seal attached hereto and incorporated herein as follows:

That an exact copy of the above shall be maintained in the office of the City Clerk as a reference for the citizens of the City of Los Santos.
  • Sec. 1.7. Designation of the Los Santos City Hall.
That a certain building located at 200 Carcer Way in the City of Los Santos shall be the City Hall of the City of Los Santos, and that the official business of the City Council of the City of Los Santos shall be conducted in said building in the Council Chamber thereof. All meetings of the City Council and all hearings before said body shall be conducted in the Council Chamber of said City Council in said building.


DIVISION 2
CITY COUNCIL

ARTICLE 1
LEGISLATIVE POWERS
  • Sec. 2.1. Legislative Power Vested in Council.
All legislative power of the City except as otherwise provided in the Charter is vested in the Council and shall be exercised by ordinance, subject to the power of veto or approval by the Mayor as set forth in the Charter. Other action of the Council may be by order or resolution, upon motion.
  • Sec. 2.2. Governing Body of the City.
The Council, except as otherwise in the Charter provided, is the governing body of the City.

Meetings and records of the proceedings of the Council shall be open to the public. The Council shall hold regular meetings in City Hall at least once every two weeks. The Council shall adopt a schedule for its regular meetings, and, by resolution, may establish periods when each will be in recess.

The presiding officer, or a majority of the members of the Council may call a special meeting of the Council to be held in City Hall or elsewhere in the City.

ARTICLE 2
ORGANIZATION OF THE COUNCIL
  • Sec. 2.5. Council Members.
The Council shall consist of five members.
  • Sec. 2.6. Council President.
The Council shall elect one of its members as President as provided in the Charter.
  • Sec. 2.7. Quorums.
A majority of the members of the Council shall constitute a quorum for the transaction of business, but a smaller number may adjourn from time to time until a quorum be present, and may compel the attendance of absentees. Action by the Council shall be taken by a majority vote of the entire membership of the Council.

ARTICLE 3
POWERS AND DUTIES IN GENERAL
  • Sec. 2.10. Power to Carry into Effect Powers of City and to Pass Ordinances.
Except as otherwise in the Charter specifically provided, the Council shall have full power to pass ordinances upon any subject of municipal control, or to carry into effect any of the powers of the City.
  • Sec. 2.11. Power to Provide for Public Improvements.
The Council shall have the power to provide for any and all public improvements and their financing as provided the Charter or ordinances.

ARTICLE 4
COUNCIL DISTRICTS
  • Sec. 2.15. Council Districts.
The City of Los Santos is hereby redistricted and divided into five districts respectively numbered and constituted as follows:
First District
The region of the City of Los Santos bounded and described as follows: Beginning at the point of intersection of Greenwich Pkwy and Dutch London St, thence northerly along Dutch London St to Adam's Apple Blvd, thence easterly along Adam's Apple Blvd to Little Bighorn Ave, and all areas south and west of this boundary, including the Port of Los Santos and the Los Santos International Airport.
Second District
The region of the City of Los Santos bounded and described as follows: Beginning at the point of intersection of Hanger Way and Popular St, thence northerly along the Los Santos River to the intersection with the Del Perro Fwy, thence northerly and easterly along the Los Santos Fwy to the County Boundary, and all areas east and south of this boundary.
Third District
The region of the City of Los Santos bounded and described as follows: Beginning at the point of intersection of Dutch London St and Rockford Dr, thence northerly and westerly along Rockford Dr to the Del Perro Fwy, thence easterly along the Del Perro Fwy to Las Lagunas Blvd, thence northerly and easterly along Las Lagunas Blvd to Baytree Canyon Rd, thence northerly along Baytree Canyon Rd to Galileo Rd, thence due north to the County Boundary, thence easterly along the County Boundary to the Senora Fwy, thence southerly and westerly along the Senora Fwy to the Los Santos Fwy, thence southerly and westerly along the Los Santos Fwy to the Los Santos River, thence southerly along the Los Santos River to Adam's Apple Blvd, thence westerly along Adam's Apple Blvd to Dutch London St, thence southerly along Dutch London St to the point of beginning.
Fourth District
The region of the City of Los Santos bounded and described as follows: Beginning at the point of intersection of Galileo Rd and Baytree Canyon Rd, thence southerly along Baytree Canyon Rd to Las Lagunas Blvd, thence westerly and southerly along Las Lagunas Blvd to the Del Perro Fwy, thence westerly along the Del Perro Fwy to Palomino Ave, thence northerly along Palomino Ave to Dorset Dr, thence westerly and northerly along Dorset Dr to Rockford Dr, thence northerly along Rockford Dr to Tongva Dr, thence northerly along Tongva Dr to the County Boundary, thence easterly along the County Boundary to the point due north of the point of beginning, thence due south to the point of beginning.
Fifth District
The region of the City of Los Santos bounded and described as follows: Beginning at the point of intersection of the County Boundary and Zancudo Rd, thence southerly along Zancudo Rd to Tongva Dr, thence southerly along Tongva Dr to Rockford Dr, thence southerly along Rockford Dr to Dorset Dr, thence easterly and southerly along Dorset Dr to Palomino Ave, thence southerly along Palomino Ave to the Del Perro Fwy, thence westerly along the Del Perro Fwy to Rockford Dr, thence southerly and easterly along Rockford Dr to Dutch London St, thence southerly along Dutch London St to Greenwich Pkwy, and all areas south and west of this boundary.


DIVISION 3
MAYOR

ARTICLE 1
EXECUTIVE POWERS AND DUTIES
  • Sec. 3.1. Powers and Duties.
It shall be the duty of the Mayor to be vigilant and active in the enforcement of the ordinances of the City; to exercise a constant supervision over the acts and conduct of all officers and employees; to receive and examine into all complaints made against them for violation or neglect of duty, and certify the same to the Council or proper board; and to secure cooperation between the various departments and offices of the City.
  • Sec. 3.2. Requirement to File Certification of Appointments.
The Mayor shall make the various appointments required by the Charter to be made by the Mayor, and in sending the names of appointees to the Council for their approval he shall file with the Council to be read before the question of confirmation is voted upon a certificate substantially in the following form:

  • I hereby appoint________________________to the position of______________________and I certify that in my opinion he is especially qualified by reason of training and experience for the work which shall devolve upon him, and that I make the appointment solely in the interest of the City.
No appointments shall be considered unless accompanied by such certificate.

ARTICLE 2
OFFICE OF THE MAYOR
  • Sec. 3.5. Powers and Duties.
The powers and duties of the Office of the Mayor shall not conflict with the powers and duties of any other office or department of the City. The Office of the Mayor shall have powers and duties as follows:
  • (1) to aid and assist the Mayor in the performance of his duties as Mayor;
    (2) to enforce, so far as is within its power and assist and require all departments to enforce, all ordinances of the City and the laws of the State applicable to the City;
    (3) to mediate and conciliate employer and labor disputes when requested by either or both disputants;
    (4) to require departments of the City to make such reports to the Mayor of their several activities as may appear beneficial to the public interest and which will enable the Mayor to more completely perform his duties as such;
    (6) to establish and maintain, in all ways available, an understanding relationship between citizens and the City government and the several departments;
    (7) to inspect the records, files, proceedings and orders of the several departments, and all officers;
    (8) to receive and consider appeals by citizens from orders, actions, omissions of duties, discourteous conduct of officers or employees, and, after hearing or investigation, make such recommendations relative to the same, as in its judgment appear reasonably necessary;
    (9) to provide for more efficient government by conducting research upon any subject relating to municipal government for the purpose of recommending legislative enactment, executive action, or more efficient administration under existing laws;
    (10) to seek for persons available for appointment and to encourage competent persons to offer themselves to public service and to inquire into all qualifications of persons presently being considered for appointment by the Mayor; and
    (11) to call and hold meetings from time to time or periodically of the chief administrative officers of the several departments, collectively or in groups.
  • Sec. 3.6. Management and Control.
The Mayor, ex officio, shall be Chief Executive of the Office of the Mayor and there shall be one chief of staff responsible for the operation of the Office of the Mayor and the management of staff employed by said office.


DIVISION 4
DEPARTMENTS

ARTICLE 1
FIRE DEPARTMENT
  • Sec. 4.1. Creation of the Department.
There is a department within the government of the City of Los Santos known as the Fire Department, hereinafter referred to in this article as the "Department". The Department shall have control over its own special fund.
  • Sec. 4.2. Fire Chief.
The chief administrative officer of the Fire Department shall be known as the Fire Chief.
  • Sec. 4.3. Direct Operations at Scene of Fire.
As provided in the Charter, the officers of the Fire Department who are in charge at the scene of any fire or emergency shall have full power and authority to direct the operation of controlling and containing the fire or emergency. In the course of those operations they may prohibit approach to the fire or emergency site and may remove or cause to be removed any person, vehicle, vessel or thing not needed in controlling and containing the fire or emergency or preserving property in the vicinity.

ARTICLE 2
POLICE DEPARTMENT
  • Sec. 4.5. Creation of the Department.
There is a department within the government of the City of Los Santos known as the Police Department hereinafter referred to in this article as the "Department". The Department shall have control over its own special fund.
  • Sec. 4.6. Chief of Police.
The chief administrative officer of the Police Department shall be known as the Chief of Police.
  • Sec. 4.7. Power to Grant Permits.
In addition to those powers set forth in the Charter, the Chief of Police shall have power to grant permits in the manner elsewhere prescribed by ordinance.
  • Sec. 4.8. Responsibility to Provide Security Services.
In addition to the powers, duties and functions prescribed by Charter, the responsibility to provide security services to buildings and facilities of the offices and departments of the City of Los Santos, as well as executive protection for the Mayor and his or her family.

ARTICLE 3
DEPARTMENT OF PUBLIC WORKS
  • Sec. 4.10. Creation of the Department.
There is a department within the government of the City known as the Department of Public Works hereinafter referred to in this article as the "Department".
  • Sec. 4.11. City Engineer
The position of City Engineer of the City of Los Santos is hereby established. The City Engineer shall, subject to directions from the Council or Director of the Department of Public Works, design and construct, or cause to be designed and constructed, public buildings for the City of Los Santos. The City Engineer shall perform such civil engineering and surveying necessary in the prosecution of public work done under the direction or supervision of the Director of the Department of Public Works. He shall make such certificates and reports upon the progress of such work, and shall make such surveys, inspections and estimates, and perform such other surveying or engineering work as may be required by the Council. He shall devote his entire time to the duties of his office, and shall receive no compensation in addition to his salary.

ARTICLE 4
DEPARTMENT OF WATER AND POWER
  • Sec. 4.15 Creation of the Department.
There is a department within the government of the City known as the Department of Water and Power hereinafter referred to in this chapter as the "Department".
  • Sec. 4.16 Management of Water and Power Assets.
The Department shall be responsible for the management of the Water Assets and Power Assets of the City of Los Santos in accordance with the Charter.
